Global supply chain shifts, the surge of ultra-low-cost imported tires, and rising demands for sustainable operations have put pressure on U.S. fleets and domestic manufacturers alike. But a new bipartisan bill, H.R. 3401, the Retreaded Tire Jobs, Supply Chain Security and Sustainability Act of 2025, could be a game changer.

H.R. 3401: Strengthening American Fleets, Jobs, and Supply Chains
What does H.R. 3401 Do?
H.R. 3401 introduces a federal tax credit for fleets that purchase remanufactured commercial truck tires: 30% of the total cost, or up to $30 per tire—whichever is lower.
To qualify, tires must be purchased and remanufactured within the United States, helping to ensure that this tax incentive strengthens domestic manufacturing and keeps money circulating in the U.S. economy.
Why This Matters
The purpose of the bill is clear: to incentivize fleets to choose remanufactured tires through targeted tax relief, making them even more cost-competitive compared to non-retreadable imports.
But the benefits go far beyond pricing:
• Supports over 268,000 U.S. jobs tied to tire remanufacturing, logistics, and small business operations.
• Lowers fleet costs while delivering high-performance tire options.
• Reduces landfill waste and raw material consumption, advancing national sustainability goals.
• Reinforces local supply chains by keeping remanufacturing operations close to where tires are used.
“The bill helps shift purchasing behavior toward retreads, which keeps more money in the U.S. economy and supports a more sustainable supply chain. That’s a win for retreaders, fleets, and taxpayers alike,” said David Stevens, Managing Director of the Tire Retread & Repair Information Bureau (TRIB), to Retreading Business.
A Bipartisan Bill with National Impact
In agreement with the U.S. Tire Manufacturers Association (USTMA), AcuTread proudly supports H.R. 3401: The Retreaded Tire Jobs, Supply Chain Security and Sustainability Act of 2025, a bipartisan effort led by Congressman Darin LaHood (R-IL-16), with co-sponsors Mike Carey (R-OH-15), Derek Schmidt (R-KS-2), and Emilia Sykes (D-OH-13).
At a time of deep political division, this legislation is gaining traction on both sides of the aisle—an encouraging sign that lawmakers recognize the value of remanufactured tires for the economy, the environment, and national supply chain resilience.

Why Remanufactured Tires Matter More Than Ever
Retreading extends the life of a tire by applying new tread to a high-quality casing. It’s a process that’s undergone major innovation in recent decades and now offers performance comparable to new tires.
For fleets, the advantages are clear:
• Cost Savings: Remanufactured tires could save fleets up to $3 billion annually.
• Proven Performance: Today’s remanufactured tires meet the demands of long-haul, regional, and urban delivery operations.
• Environmental Benefits: Reducing raw material use, lowering waste, and cutting emissions all contribute to a more sustainable future.

Remanufacturing premium casings twice can keep a tire on the road up to 500% longer than single-use imported alternatives that aren’t built for reuse. It’s no wonder nearly 90% of U.S. trucking fleets with 100+ trucks already include retreads in their tire programs.

Modern Retreading: Safe, Regulated, and High-Performing
A common misconception about retreads is that they’re less reliable. But today’s remanufactured tires are built to strict standards and inspected with precision.
• DOT-Compliant: Every remanufactured tire must meet Department of Transportation safety regulations.
• EPA-Approved Options: More than 40 remanufactured tire models are SmartWay® certified for low rolling resistance and fuel efficiency.
• Advanced Technology: From ultrasonic scanning to automated tread application, modern remanufacturing plants use state-of-the-art equipment to ensure safety and consistency.
