But a new bipartisan bill, H.R. 3401, the Retreaded Tire Jobs, Supply Chain Security and Sustainability Act of 2025, could be a game changer.
H.R. 3401 introduces a federal tax credit for fleets that purchase remanufactured commercial truck tires: 30% of the total cost, or up to $30 per tire—whichever is lower.
To qualify, tires must be purchased and remanufactured within the United States, helping to ensure that this tax incentive strengthens domestic manufacturing and keeps money circulating in the U.S. economy.
The purpose of the bill is clear: to incentivize fleets to choose remanufactured tires through targeted tax relief, making them even more cost-competitive compared to non-retreadable imports.
But the benefits go far beyond pricing:

“The bill helps shift purchasing behavior toward retreads, which keeps more money in the U.S. economy and supports a more sustainable supply chain.
